3F3X1 – MANPOWER

Manpower personnel in the Air Force perform various core competencies including Organization Structure, Requirements Determination, Program Allocation and Control, and Performance Management. They manage manpower and organization (MO) functions, which involve evaluating Air Force organization structures, developing and maintaining standardized organizational structures and manpower standards, allocating and controlling position mix among military, civilian, and contract personnel, and improving performance through process improvement initiatives.

Requirements:

  • ASVAB: General - 66.
  • Strength: 40 lbs.
  • Prior qualification in any AFSC at the 5-skill level or higher (3-skill level if no 5-skill level exists).
  • Never received non-judicial punishment under the Uniform Code of Military Justice (UCMJ) which resulted in either reduction or suspended reduction in grade, or correctional custody.
  • No record of disciplinary action for financial irresponsibility.
  • Specialty requires routine access to Secret material or similar environment.

Duties and Responsibilities:

  • Evaluate Air Force organization structures for effectiveness and efficiency, study organization’s mission, structure, and workload, perform organizational analysis, develop organization change requests, and prepare organizational G-series orders.
  • Develop and maintain standardized Air Force organizational structures and manpower standards, coordinate with staff agencies, assist management with study implementation, conduct reengineering studies, and manage commercial services studies.
  • Allocate and control position mix among military, civilian, and contract personnel, develop and apply programming factors and functional estimating equations, maintain manpower allocations with troop strength ceilings or floors, and prepare, track, and manage manpower allocations.
  • Improve performance through planning, designing, advising, and facilitating organizational and functional process improvement, conducting management consulting services, facilitating in developing short and long-term goals and strategies relating to performance management, and assisting organizations participating in Airmen Powered by Innovation program.

Specialty Qualifications:

  • Knowledge of Air Force MO policies, methods, and procedures for organizational development, consultation, facilitation, benchmarking, productivity enhancement, survey techniques, process improvement, performance measures development, costing analysis, principles of industrial engineering techniques and procedures, officer and airman classification procedures, manpower allocation processes, manpower readiness and force management, automated data processing system operations and utilization, and organization analysis, structures, and missions.
  • Education: Completion of high school or General Education Development equivalency, proficiency with computer desktop applications, and database management skills are desirable.
  • Training: Completion of the basic Manpower Apprentice Course is mandatory.
  • Experience: Progression through different levels of experience involving qualification in previous AFSC and experience performing or supervising functions such as evaluating operational methods and procedures, workload measurement, facilitating and consulting organizational development and process improvement studies, analyzing and reengineering process improvement and system performance, costing analysis, developing organizational and process standards, determining manpower requirements, accomplishing contingency force management, or analyzing organizational structures.
