Start with Lifeline when looking for federal help with a phone bill. The program discounts eligible service; a free phone is a separate provider offer, and neither a particular device nor a zero-dollar bill is guaranteed.
Federal Lifeline
Lifeline has separate eligibility rules: household income at or below 135% of the federal poverty guidelines, or participation in SNAP, Medicaid, SSI, Federal Public Housing Assistance, Veterans Pension and Survivors Benefit, or specified Tribal programs. Former ACP enrollment alone does not qualify a household.
Use USAC’s current benefit information and application instructions. After approval, choose a participating company serving your address. Only one federal Lifeline benefit is available per household.
Enhanced Tribal support
Qualifying residents of Tribal lands may receive an enhanced Lifeline service discount. Additional qualifying programs include specified Tribal assistance programs. Tribal membership alone does not replace the eligibility and residence rules; see USAC’s qualification guidance.
There is no separate universal 150%-of-poverty test for enhanced Tribal Lifeline in this guide. Use the official rules for your household and location.
State assistance
Some states offer additional telephone-service support or different application processes. California, Oregon, and Texas have state-specific Lifeline application instructions. State programs should be checked directly for current terms.
Programs that have ended
EBB transitioned to ACP on December 31, 2021. The Affordable Connectivity Program (ACP) ended on June 1, 2024. Its internet and device discounts are no longer available, and new applications are closed. Neither is an available alternative for a new application.
Compare providers and device offers
Use USAC’s company directory and compare coverage, monthly price, high-speed data, hotspot use, and customer support. Confirm any phone’s model, condition, price, warranty, and delivery estimate.
If keeping an existing phone, ask about compatibility and unlocking. If keeping your number, arrange the transfer before canceling the old account. Senior status alone does not establish federal Lifeline eligibility; income or a qualifying program still matters.
