Lifeline helps eligible households with monthly phone or internet costs. Free devices, unlimited service, and no activation fees are not universal program benefits.

ACP is no longer available

The Affordable Connectivity Program (ACP) ended on June 1, 2024. Its internet and device discounts are no longer available, and new applications are closed. Its former $100 connected-device discount covered eligible laptops, desktop computers, and tablets, not a guaranteed iPhone. Old lists of ACP providers or application forms do not establish a current phone offer.

Who qualifies for service assistance?

Lifeline has separate eligibility rules: household income at or below 135% of the federal poverty guidelines, or participation in SNAP, Medicaid, SSI, Federal Public Housing Assistance, Veterans Pension and Survivors Benefit, or specified Tribal programs. Former ACP enrollment alone does not qualify a household.

Federal Lifeline eligibility does not include WIC, school meals, or Pell Grants as standalone qualifying programs. State assistance may have different rules. Only one federal Lifeline benefit is available per household.

Apply and choose a company

Follow official Lifeline instructions, then use USAC’s company directory to compare providers at your address. California, Oregon, and Texas have state-specific application processes; follow the instructions for your state.

Approval confirms benefit eligibility; the company still needs to arrange service. A listed landline or internet provider does not necessarily offer mobile phones or iPhones.

Check the actual phone and plan

Ask for the exact model, storage, new or refurbished condition, software support, and any charge. Confirm shipping, activation, warranty, returns, and unlocking terms. Some providers let you bring a compatible phone you already own.

Compare monthly cost, high-speed data allowance, hotspot use, and coverage. Do not assume that “unlimited” means unlimited high-speed data. Get the current terms before transferring an existing number or benefit.

There is no universal approval time or phone-delivery deadline. Use the provider’s order confirmation for status and support.
