Lifeline eligibility in Kentucky
A household can qualify through income at or below 135% of the federal poverty guidelines, or participation in one of these programs:

- Supplemental Security Income (SSI).
- Federal Public Housing Assistance.
- Veterans Pension and Survivors Benefit.

People on qualifying Tribal lands have additional program-based routes: Bureau of Indian Affairs General Assistance, Tribal TANF, the Food Distribution Program on Indian Reservations, and Head Start when its income standard is met. Check USAC’s Tribal rules before using those routes.
Apply for service help
Follow the official Lifeline application process. If automatic checks cannot confirm your information, provide the requested proof of identity, address, income, or benefit participation. After approval, enroll with a participating company that serves your address.

Compare equipment and plan terms
Lifeline itself does not provide a federal phone entitlement. Ask about the device model, whether it is new or refurbished, total upfront charges, warranty, and returns. Compare monthly charges, high-speed data limits, hotspot use, and paid extras before accepting an offer.
If you already own a compatible phone, ask whether a bring-your-own-device plan is available. Obtain shipping and activation details from the provider for a confirmed order; there is no standard seven-to-ten-day federal phone shipment after approval.
