A phone-and-tablet bundle advertised to EBT households is a seller’s offer, not a standard government benefit. SNAP cannot purchase either device, and Lifeline approval does not guarantee two devices or two free lines.

Compare the two devices separately

Ask the seller to fill in both columns before you order:

A Wi-Fi-only tablet may be useful at home but will need a Wi-Fi connection or compatible hotspot elsewhere. A picture of a cellular tablet does not establish that a SIM, mobile data, or hotspot allowance is included.

Check the service benefit and transfer terms

Lifeline provides a monthly service discount through participating companies. SNAP participation can qualify a household, subject to application and enrollment rules. Only one Lifeline benefit is permitted per household under USAC’s household rules.

If you already use Lifeline, ask whether the bundle moves that existing benefit to another company. Compare coverage at home, data allowances, the monthly bill, and any cost of keeping your existing number. Two devices in a promotion do not create a second Lifeline entitlement.

Do not accept claims that ACP will cover the tablet co-payment: ACP ended on June 1, 2024.

Evaluate the total cost

Calculate the amount due today plus the monthly out-of-pocket service cost over the period you expect to keep the plan. Include tablet data, replacement fees you may need, and any required paid upgrade. Compare that total with keeping your current service and obtaining a separate refurbished device or library loan.

There is no verified universal delivery period or standard phone-and-tablet inventory. The seller should state an estimated shipping time, what happens if a model is out of stock, and whether you can cancel a substituted device.

Apply only after confirming the offer

Use USAC’s provider directory to check whether the service company participates in your area, then contact the company directly. The directory verifies a route to service information, not any advertised bundle.

Follow the official Lifeline application route when required. Provide eligibility documents through a verified channel, keep a copy of the order and charges, and never supply an EBT PIN to buy a phone or tablet. USDA confirms that SNAP is for eligible food, not nonfood goods.
