Social Security retirement benefits do not include a free cell phone. Some seniors qualify for Lifeline, which discounts eligible monthly phone or internet service. A phone offered by a participating company is a separate promotion, not a guaranteed federal benefit.

Which benefits can establish Lifeline eligibility?

A household can qualify through income at or below 135% of the federal poverty guidelines, or participation in a qualifying program. The federal program list includes:

  • Supplemental Nutrition Assistance Program (SNAP).
  • Medicaid.
  • Supplemental Security Income (SSI).
  • Federal Public Housing Assistance.
  • Veterans Pension and Survivors Benefit.

SSI is different from Social Security retirement and SSDI. Ordinary retirement benefits, SSDI, Medicare, LIHEAP, and non-Tribal TANF are not standalone federal Lifeline qualifying programs. Someone receiving them may still qualify through household income or another listed program. There is no general senior-age requirement for Lifeline.

Does approval mean a free phone and no bill?

No. Lifeline reduces eligible monthly service costs by up to $9.25, or up to $34.25 on qualifying Tribal lands, depending on eligible service. Whether the remaining bill is zero and whether a handset is included depend on the provider’s current offer.

Confirm the phone model and condition, upfront price, shipping, monthly charge, data limit, and paid extras. No particular iPhone, Android phone, hotspot allowance, or international calling plan is guaranteed.

How to apply

  1. Check the official eligibility requirements.
  2. Follow USAC’s application process; California, Oregon, and Texas use state-specific processes.
  3. Supply requested documents if eligibility or identity cannot be verified automatically.
  4. Find a participating company through Companies Near Me, confirm service at your address, and enroll after approval.

If you already have a compatible phone, ask about bringing it to the new plan. Before changing carriers, confirm number-transfer instructions and any equipment or cancellation charges.

Accessibility and usability

If you need large text, hearing-aid compatibility, spoken screen content, or simple controls, test those features on the exact device offered. Ask the provider about the return period and support options rather than choosing solely because the device is advertised as free.

What happened to EBB and ACP?

EBB transitioned to ACP on December 31, 2021, and ACP ended June 1, 2024. Neither accepts new applications or provides a current phone benefit. A senior who formerly received ACP must meet Lifeline’s separate rules.
