California residents should check a specific device program rather than assume there is one statewide free-tablet entitlement. Approval for discounted phone service does not guarantee a tablet.
Why the old ACP route is closed
The Affordable Connectivity Program (ACP) ended on June 1, 2024. Its internet and device discounts are no longer available, and new applications are closed. EBB had already transitioned to ACP in December 2021. Old instructions to enroll, recertify, or pay an ACP tablet co-payment do not establish a current offer.
Find and compare a device offer
For a computer or tablet, check PCs for People and Human-I-T. These nonprofits publish their own eligibility and pricing rules. Low-cost devices are not necessarily free; any donated-device offer depends on funding and stock.
For help with telephone service, use the California LifeLine program. Its state rules and application process are separate from a device donation or sale.
Application checklist
- Read the chosen organization’s current eligibility and inventory information.
- Confirm the exact device, condition, full cost, warranty, and return terms.
- Check whether shipping, activation, or a paid service plan is required.
- Submit only the identity, income, or qualifying-program documents the organization requests through its official application.
- Wait for its actual approval and delivery information; there is no universal government shipping deadline.
Schools and libraries may also lend equipment. Ask whether you would own or borrow the device and what happens if it is damaged.
Help with monthly service
Lifeline has separate eligibility rules: household income at or below 135% of the federal poverty guidelines, or participation in SNAP, Medicaid, SSI, Federal Public Housing Assistance, Veterans Pension and Survivors Benefit, or specified Tribal programs. Former ACP enrollment alone does not qualify a household.
Lifeline is a service discount, not a tablet-purchase subsidy. A provider promotion may be available separately, but approval for Lifeline does not guarantee a particular device or a zero-dollar plan.
