You cannot submit a new ACP application. The Affordable Connectivity Program (ACP) ended on June 1, 2024. Its internet and device discounts are no longer available, and new applications are closed.
Why old eligibility lists do not establish a current benefit
While ACP operated, a household could qualify through income at or below 200% of the federal poverty guidelines or an approved assistance program. WIC, a qualifying school meal program, and a Federal Pell Grant were among its additional eligibility routes. Those rules now describe a closed program.
The former standard internet discount was up to $30 per month, not $35. Its device benefit was a provider-applied discount, not a cash payment for any laptop a household chose.
Check Lifeline eligibility separately
Lifeline has separate eligibility rules: household income at or below 135% of the federal poverty guidelines, or participation in SNAP, Medicaid, SSI, Federal Public Housing Assistance, Veterans Pension and Survivors Benefit, or specified Tribal programs. Former ACP enrollment alone does not qualify a household.
WIC, Pell Grants, school meals, and ordinary Social Security retirement benefits are not standalone federal Lifeline qualifying programs. Someone receiving them may still qualify through income or another listed program.
Lifeline is limited to one benefit per household. People who live at the same address but do not share income and expenses may be separate households; use the official household rules when applying.
Apply through the current program
- Read the official qualification guidance.
- Prepare a current qualifying-benefit document or the income documents requested by the application.
- Follow Lifeline’s state-specific application instructions.
- Once approved, choose a participating phone or internet company and confirm the full cost of its plan.
There is no ACP account setting that transfers an expired benefit into Lifeline. If you already have Lifeline, speak with your provider about your existing benefit instead of applying for a second household discount.
What if you do not qualify?
Ask providers at your address about their own affordable internet plans. Check equipment charges, taxes, data allowances, and cancellation terms. For a device, compare nonprofit refurbishers, school lending programs, and local libraries. None of these options requires an active ACP benefit.
