Start TAP before the 365-day deadline

Your Individualized Initial Counseling and pre-separation counseling are due no later than 365 days before separation or retirement. That is the deadline, not the ideal starting point.

Waiting until day 365 compresses the time available for school applications, credential research, networking, résumé revision, VA claim preparation, and transition programs that require command coordination. Retirees may begin transition activities as early as 24 months before retirement. Everyone else should begin planning as soon as the separation date becomes reasonably firm.

Use an 18-month military separation checklist to place TAP beside your medical records, leave plan, household move, VA claim, and employment deadlines. TAP is one workstream. It is not the entire transition.

During Individualized Initial Counseling, you complete a personal self-assessment, identify a post-service pathway, begin an Individual Transition Plan, and receive an assigned tier. Your counselor records the counseling, curriculum, Career Readiness Standards, and tier in DD Form 2648.

Pre-separation counseling covers the benefits, services, resources, and administrative requirements connected to leaving active duty. Spouses and caregivers are encouraged to attend where permitted. Their involvement helps when education benefits, relocation, health care, or household income decisions affect the entire family.

Members separating unexpectedly or Reserve members demobilizing may receive counseling as soon as possible when operational requirements make the normal timeline infeasible. Do not assume that exception applies because your unit delayed scheduling. Raise a missed deadline with the installation TAP office and your chain of command.

Plan for five instructional days plus counseling and Capstone

TAP completion generally applies to service members retiring, separating, or being released after 180 or more days of active duty. The standard curriculum contains five instructional days. Individualized Initial Counseling, pre-separation counseling, and Capstone are separate requirements.

No particular two-day track is mandatory for every service member. You must select one of the four under the current DoD curriculum. Some materials describe the tracks as “optional” because you elect the individual track, but choosing a track remains part of the curriculum.

Online completion is generally reserved for military necessity and requires TAP manager or counselor approval. For mandatory VA-course credit, register with your CAC or DoD ID and provide the required information. If you watch the material through the wrong registration path, you may finish the course without receiving completion credit.

Do not schedule all five days simply because one week is open on the unit calendar. Pick the two-day track first. Then protect the dates that support your actual plan.

Match the two-day track to the decision in front of you

Your post-service goal should determine your track. Do not choose based on seat availability, a friend’s selection, or whichever workshop gets you away from the unit fastest.

Employment: Department of Labor Employment Workshop

The two-day Department of Labor Employment Workshop builds on the mandatory one-day employment course. It covers targeted and master résumés, job-search technology, networking, interviewing, offers, salary negotiation, social media, and the federal hiring process.

Choose it when you already know the occupation you want and need better execution. A service member targeting project coordinator positions gains more from building a targeted résumé and practicing interviews than from completing another broad career-interest assessment.

The employment pathway’s Career Readiness Standard requires a completed résumé or verification of employment. Build a civilian version in the Military Transition Resume Center, then use the free military résumé score to identify translation, structure, and targeting problems before Capstone.

Vocational: Career and Credential Exploration

Career and Credential Exploration, commonly shortened to C2E, focuses on occupational interests, abilities, work values, labor-market information, apprenticeships, technical education, licenses, and certifications. You finish with a specific career goal and an action plan for obtaining the required training or credentials.

Choose C2E when you are changing fields or cannot name a target civilian occupation. It also fits if you are considering a skilled trade, apprenticeship, license, or short-term credential instead of a four-year degree. You will still need to verify the exact state licensing authority and employer requirements where you plan to live.

For the vocational pathway, expect to compare technical-training institutions as part of your Career Readiness Standards.

Education: Managing Your Education

Managing Your Education connects a career goal to a program of study. You compare institutions, examine funding, and plan admissions. Choose this track when a degree or defined education program is an actual entry requirement.

Do not choose it merely because you have GI Bill eligibility. Education consumes time as well as benefits. You need to know which credential employers require, whether the program is approved and accredited, what it costs, and what you must complete before admission.

The education pathway requires a comparison of higher-education institutions. A school’s eligibility for GI Bill payments does not by itself establish accreditation or prove that employers will value the program.

Entrepreneurship: Boots to Business

Boots to Business introduces business ownership, idea feasibility, business concepts, start-up capital considerations, planning, and Small Business Administration resources. Use it to determine whether an idea deserves additional work.

It does not hand you a launch-ready company. You should not leave expecting a completed business plan, approved financing, verified demand, or state and local operating approvals.

Choose it when you can describe the customer, problem, and proposed product or service. General curiosity about self-employment is a thin reason to spend your only two-day election here.

C2E usually gives undecided members the most value

There is no universally best track. The right choice is the one that addresses the decision you must make next.

For most undecided service members, C2E offers the highest decision-making value because it addresses the occupational choice itself. For members preparing to apply for jobs, the employment workshop usually produces the fastest return.

Managing Your Education is worth the two days when education is necessary for the target job. Boots to Business earns the time when you have an idea specific enough to test.

Ask your TAP office whether you may attend another track if space and command scheduling permit. Do not assume an extra workshop will satisfy another requirement or be available locally.

Complete Capstone by the 90-day mark

Capstone must occur no later than 90 days before separation or retirement. Your TAP counselor reviews your progress. Your commander or the commander’s designee then verifies that you meet the Career Readiness Standards and have a viable Individual Transition Plan.

The current Capstone and Career Readiness Standards include:

  • A personal self-assessment and criterion-based Individual Transition Plan.
  • A VA.gov account.
  • Continuum of Military Service Opportunity Counseling for active-component members.
  • A criterion-based post-separation financial plan.
  • A Military Occupational Code Gap Analysis or employment verification.
  • A completed résumé or employment verification for the employment pathway.
  • A comparison of higher-education or technical-training institutions for the applicable education or vocational pathway.

DD Form 2648 records your counseling, mandatory and elected curriculum attendance, CRS review, transportation and housing needs, peer-support needs, referrals, and required signatures. The October 2019 form contains older wording referring to eBenefits, while the current CRS material requires a VA.gov account. Establish the VA.gov account and ask your TAP office what documentation it wants.

Bring the actual work. A plan that says “get a government job” is not a viable employment strategy. A school name without a program, cost comparison, admissions timeline, or connection to a target career is not meaningful education planning.

If you do not meet a standard or your plan is not viable, the process calls for additional assistance through a warm handover to VA, DOL, or another relevant agency. A warm handover is a referral. It is not a job placement, benefits approval, or guarantee that another office will finish the work for you.

TAP will not finish these five transition tasks

The classroom provides a framework and access points. You still have to complete the work that produces a job, claim decision, useful degree, accepted license, or financeable business.

TAP does not place you in a job

The employment curriculum teaches methods. It does not build a target-employer list, submit applications, manage recruiter follow-up, or create referrals in your chosen industry.

The Department of Labor’s TAP employment resources and workshops can extend the classroom work. Where available, Employment Navigator support may add one-on-one planning, résumé review, interview preparation, labor-market information, credential identification, networking referrals, hiring events, and possible placement services.

Outside class, track each opening, résumé version, interview, offer, and follow-up date in the Military Transition Application Tracker. Practice behavioral and military-transition questions through interview practice with calibrated feedback. One mock interview is rarely enough to remove acronyms, overlong answers, and vague claims about leadership.

TAP does not file your VA disability claim

The VA Benefits and Services course provides broad benefits navigation. It does not produce a completed disability claim or a personalized eligibility ruling.

Use a VA TAP Benefits Advisor for individual benefits questions. An accredited Veterans Service Organization representative can help prepare a claim without charging you. If you qualify for Benefits Delivery at Discharge, the BDD filing window is 180 to 90 days before discharge, and you must be available for VA examinations during the 45 days after filing.

Waiting until fewer than 90 days remain closes the BDD route, although you may still file a disability claim through another process. This deadline overlaps Capstone. Treat them as separate appointments with separate evidence requirements.

TAP does not perform school due diligence

The education track teaches comparison. You must verify program approval, accreditation, total cost, transfer-credit policy, admissions requirements, benefit use, and connection to the occupation you want.

Do not let “the GI Bill covers it” end the analysis. A covered program can still consume months of entitlement without producing the license, degree, or hiring advantage you expected.

TAP does not approve occupational licenses

C2E can help identify likely credentials and training routes. It cannot determine whether a particular state board will accept your military training or whether a local employer requires a different certification.

Get the requirement in writing from the licensing authority, apprenticeship sponsor, or employer. Confirm the precise credential name, experience documentation, examination, fees, and renewal rules before paying for training.

Boots to Business does not make the business financeable

An introductory entrepreneurship workshop cannot validate customer demand, calculate reliable cash flow, settle ownership terms, or secure financing. Use it to test assumptions and identify the next specialist you need. Do not sign a lease or borrow money because the classroom exercise looked promising.

Leave each TAP event with completed work

Use every class to produce an artifact you will need after separation.

  1. Before counseling: Write down your projected separation date, preferred location, minimum monthly income, and one or two possible pathways.
  2. Before selecting a track: Decide whether your immediate problem is occupational choice, job-search execution, education selection, or testing a business concept.
  3. During each class: Replace sample language with your own employers, schools, credentials, costs, deadlines, and contacts.
  4. Within seven days: Finish the résumé, institution comparison, credential action plan, or business assumptions you started in class.
  5. Before Capstone: Put DD Form 2648, your ITP, financial plan, MOC Gap Analysis, VA.gov access, résumé or employment proof, and required school comparisons in one folder.
  6. Before the 180-day point: Decide whether you will use the BDD claim process and begin gathering the required records.

Book Individualized Initial Counseling now if you are inside 18 months. If counseling is complete, choose the two-day track that addresses your largest unresolved decision—not the class your unit finds easiest to schedule.
