3102 - Distribution Management Officer

Summary

Distribution Management Officers (DMOs) are technical experts who are trained, certified, and appointed in writing to provide efficient, responsive, and quality transportation services within the assigned area of responsibility and ensure compliance with governing laws, directives, systems or programs, and regulations for cargo, passenger, personal property, and unit moves .

They provide technical direction, management, and evaluation of the traffic management and unit movement aspects of the Department of Defense (DoD) transportation movement program on a worldwide basis, subject to the overall guidance, policies, and programs established by United States Transportation Command (USTRANSCOM), the Code of Federal Regulations (CFR), and DoD Components.

DMOs serve throughout the MAGTF, Headquarters Marine Corps, joint organizations, COCOMs, and supporting establishments.

They are responsible for multiple procurement actions, financial documentation, and payment processes for transportation services as governed within authorized policies and applicable U.S.

government contracting laws.

DMOs make management decisions facilitating the execution of transportation entitlements for military members, dependents, and civilian employees; and act as the contracting officer representative (COR) for various transportation service provider contracts.

They provide the technical knowledge of automated information systems which deliver in-transit visibility of DoD unit and non-unit cargo, passengers, and personal property.

As subject matter experts, they advise the commander on distribution and transportation related matters, provide recommended courses of action, and articulate current and future strategic distribution management requirements to the appropriate agencies.

This MOS is technical in nature and requires years of training, education, and experience to become proficient.

Prerequisites

Security requirement: secret security clearance eligibility.

Must meet eligibility and appointment criteria as prescribed in MCO 1040.421B, WO and LDO accession programs.

Officers applying to the MOS 3102 LDO program must hold the 3102 MOS as Chief Warrant Officers.

Requirements

Warrant officers must complete the Warrant Officer Basic Course (WOBC) (M02RMN4) within 18 months of appointment to WO.

Complete the Distribution Management Officer Course (M0368Z1), Marine Corps Combat Service Support School, Camp Lejeune, NC.

Skill progression schools: newly promoted MOS 3102 Warrant Officers must attend MOS skill progression schools within the first 24 months of their first assignment as Warrant Officers.
