8816 - Defense Systems Acquisition Officer

Summary

Defense Systems Acquisition Officers have a graduate degree in systems acquisition management and are members of the acquisition workforce serving within an acquisition program office.

They are responsible for cost, schedule, and performance of critical acquisition projects or programs within Marine Corps Systems Command or Naval Air Systems Command.

Requirements

Complete the Systems Acquisition Management Curriculum number 816 at the Naval Postgraduate School, Monterey, CA; or equivalent postgraduate degree from an accredited university.

Defense Systems Acquisition Officers must have current knowledge of DOD, USN, and USMC Acquisition policy and doctrine.

The officer must have earned a graduate degree in systems acquisition management or a related field.

Subjects covered in the core courses should include acquisition business analysis, program leadership and management theory, operations analysis, fundamentals of cost benefit analysis, strategic acquisition logistics, systems engineering for acquisition, acquisition program problem solving, industry and government relationships, contract management and administration, defense budget and financial management, acquisition testing and evaluation decision science and software acquisition management for defense systems.

The officer must have completed a defense acquisition program management capstone project and/or acquisition related thesis project.

Marines who have completed an equivalent postgraduate degree from an accredited university and feel they meet the requirements for MOS 8816 should contact PM Competency Branch, Marine Corps Systems Command via administrative action form for an evaluation and FMOS determination.

Duties

Perform the duties of an acquisition project officer within an acquisition program office.

Responsible for cost/schedule/performance of assigned project(s).

Responsible for leading a cross-functional team engaged in defense acquisition program activities.

Responsible for lifecycle management of assigned project(s) under the guidance of a program manager.

Execute defense acquisition policies, strategies, plans and procedures.

Apply advanced leadership, critical thinking, and operations research techniques to defense acquisition problems.

Apply risk management and tradeoff decision analysis to defense acquisition projects and programs.

Apply ethical considerations to defense acquisition, to include procurement integrity, and defense acquisition standards of conduct.

Apply business and operating philosophies, concepts, practices, and methodologies of defense industry with regard to systems acquisition, particularly the application of sound business practices.
