What USAJOBS / U.S. federal government (OPM rules) looks for

Since September 27, 2025, every résumé on USAJOBS has a two-page limit. OPM guidance says an applicant whose only résumé runs longer is ineligible. HR specialists check each job against the announcement's minimum qualifications, so every entry needs the job title and employer, start and end dates in MM/YYYY, hours worked per week, and the series and grade for federal jobs. Under OPM's Merit Hiring Plan, agencies no longer rank applicants on self-assessments and must add at least one technical assessment. Most GS-5 and higher competitive announcements also include four short essay questions. Each answer is capped at 200 words, is optional, and is not scored.

Bullet formula: Mirror one line of the announcement's specialized experience, then prove it: [action verb] + [the duty in the announcement's own words] + [scope: people, dollars, equipment, level] + [result]. HR should be able to tick off each qualification line by line.

Do

  • Keep it to two pages, the OPM limit since September 27, 2025. Put the most relevant and most recent experience first, and cut outdated or unrelated jobs.
  • For every job, list the title and employer, start and end dates as MM/YYYY (for example 05/2019 – 08/2022), and hours per week. For military jobs, give rank and pay grade. For federal civilian jobs, give series and grade.
  • Match your wording to the announcement's Qualifications section so your specialized experience is obvious at the grade you're applying for.
  • When they apply to the job, add your security clearance, job-related training, language skills, and eligibility for special programs.
  • In USAJOBS, filter by the Veterans hiring path (look for the green shield). Upload your DD-214 so you can claim veterans' preference or a veteran hiring authority.
  • Check whether you qualify for a noncompetitive authority: VRA (up to GS-11), 30% or more disabled veteran, or VEOA.

Avoid

  • Don't submit a résumé longer than two pages. A résumé over the limit makes you ineligible, not just less competitive.
  • Don't leave out hours per week or month/year dates. Without them, HR can't credit your experience.
  • Don't use a consultant or AI to write the four essay answers. You certify they are in your own words.
  • Don't count on rating yourself 'expert' on a questionnaire to get referred. Agencies can no longer rank on self-assessments and now use technical assessments such as USA Hire.
  • Don't paste in military acronyms or evaluation bullets. Translate them into the civilian duties the announcement names.

Veteran programs

  • Veterans' preference: USAJOBS 'Veterans' hiring-path filter and green-shield announcements
  • Veterans' Recruitment Appointment (VRA): noncompetitive appointment up to GS-11
  • 30 Percent or More Disabled Veteran authority: noncompetitive appointment to any qualified position
  • Veterans Employment Opportunities Act (VEOA): compete for merit-promotion (status) announcements
