Two companies both advertise &ldquo;the Lifeline benefit&rdquo;, both mention the same programme, and yet one offers a free plan with a generous data allowance while the other knocks a few dollars off a bill you still have to pay. Same benefit, wildly different offers. That&rsquo;s not a trick, and it&rsquo;s not a mistake. It&rsquo;s how the programme is built.</p>
