Most people walk through the first one — they already receive Medicaid, SNAP, SSI, Federal Public Housing Assistance or a qualifying veterans&rsquo; benefit, and that participation is the whole qualification. The second door is income: if your household income is at or below <strong>135 percent of the federal poverty guidelines</strong>, you qualify on that basis alone, regardless of which programs you do or do not receive.</p>
