How to fill out the Worksheet (NAVPERS 1070/881 review)

NAVPERS 1070/604 (the Enlisted Qualifications History, "Page 4") is no longer on the NAVPERS forms list. Its content lives in the Electronic Service Record and prints as NAVPERS 1070/881 (training, education, and qualifications) and NAVPERS 1070/880 (awards). This worksheet lets you build your own list and check it against NSIPS before a board, a PCS, or an advancement cycle. When: Before an advancement exam or selection board (the OMPF is what the board sees), at PCS check-in and check-out, after finishing a school or qualification, and at least once a year.

Step by step

  1. Pull up your ESR in NSIPS (Training Summary and Member Data Summary) and your OMPF (BOL/My Record).
  2. List each NEC with the date earned and compare it with the NEC history in the ESR.
  3. List warfare qualifications. They appear in the Member Data Summary, not on the printed Training Summary.
  4. List formal schools with CIN and completion dates, then PQS and watch qualifications, civilian education, and credentials (Navy COOL).
  5. List personal and unit awards with the approving authority and compare them with the Awards section and NAVPERS 1070/880.
  6. Record discrepancies and the proof you have for each, then take them to your CPPA or PSD. Certificates and award citations are the proof.

What a strong one looks like

  • Keep a folder with every certificate, qual letter, and citation. An entry is only as good as its source document.
  • Warfare quals entered in the ESR won't show on the printed 1070/881. Check the Member Data Summary.
  • Selection boards read the OMPF. If a document isn't there, submit it through your PSD well before the board convenes.

Common mistakes

  • Assuming a school entered itself. Many courses need a manual ESR entry by the personnel office.
  • Waiting until the board is in session to fix the record.
