How to fill out the Worksheet (OPNAVINST 1700.10 series)

Sailor of the Quarter and Sailor of the Year boards compare nominees on sustained superior performance, leadership, command contribution, self-improvement, community involvement, and bearing. This worksheet sets up the package the way the board reads it, and preps the Sailor for the board itself. When: When the quarter ends and the command calls for nominations (usually 2–4 weeks before the board). For SOY, nominees are usually drawn from the year's quarterly winners, following OPNAVINST 1700.10 and the ISIC's timeline.

Step by step

  1. Check eligibility against the command instruction: paygrade band (Blue Jacket, Junior Sailor, Sailor), PFA status, no NJP or adverse page 13 in the period, and time on board.
  2. List accomplishments for the period only, grouped by category, each with a number and an impact.
  3. Write the bio: one paragraph with hometown, enlistment, schools, commands, quals, and personal goals.
  4. Draft the nomination summary the division officer will use in the nomination letter.
  5. Prep for the board: uniform inspection, the Sailor's Creed, current events, chain of command, Navy history, rating knowledge, and "tell us about yourself".

What a strong one looks like

  • Boards see many packages. Lead each category with the single strongest, most measurable bullet.
  • Command contribution counts: collateral duties, CFL, command training team, and retention results often separate close packages.
  • Community involvement needs hours and outcomes ("40 hours tutoring; 12 students raised reading levels"), not a list of organizations.
  • Do a mock board with a chief before the real one.

Common mistakes

  • Accomplishments from outside the quarter.
  • Copying the EVAL verbatim. Boards want fresh, specific facts for this period.
  • Nominating a Sailor who isn't eligible (PFA, NJP), which disqualifies the package at the first check.
