A. administrative information

  • 1a-c
    Marine Reported On: a. Last Name / b. First Name / c. MI

    Last name (with suffix, e.g. JR), first name, and middle initial without a period.

  • 1d
    DOD ID

    Ten digits, no spaces or hyphens. MCO 1610.7B calls this the most critical administrative item on the report. (The Rev. 7-11 blank still prints SSN.)

    Grade

    Use the PES abbreviation: SGT, SSGT, GYSGT, MSGT, 1STSGT, MGYSGT, SGTMAJ, WO, CWO2-CWO5, 2NDLT, 1STLT, CAPT, MAJ, LTCOL, COL.

    Date of rank, YYYYMMDD. Enter FROCKED for frocked Marines.

    Commendatory: a personal decoration, Certificate of Commendation, or qualifying academic honor presented this period (not award recommendations, LOAs, or meritorious masts). Derogatory or disciplinary marks make the report adverse. Each needs a Section I directed comment.

    N/A for GC reports, not-observed reports, and CWO5, SgtMaj, MGySgt, and LDO LtCol. "No" makes the report adverse. Leave all blank to recommend accelerated promotion, with the Section I statement and an addendum.

    Two letters: rifle then pistol. D distinguished, E expert, S sharpshooter, M marksman, N not required, U unqualified, X required did not fire. U and X need a directed comment.

B. billet description

    Bullets, each preceded by a dash. The significant primary, additional, and special duties the RS assigned, with standards where useful. No superlatives. Not completed for extended reports.

C. billet accomplishments

    Bullets listing results only: what the Marine accomplished in the billet. Objective, specific, no personal qualities, no awards or adverse items. Not completed for extended or not-observed reports.

D. mission accomplishment

    A is adverse, B through G rise from meeting requirements to far surpassing them, H is not observed. Read the printed descriptions under B, D, and F before marking.

    Mandatory comments (the word picture of performance and potential) come first. Then each directed comment, starting "Directed Comment." with its source (e.g. "Directed Comment. Sect A, Item 6a:"). Then any additional comments. No pending legal matters.

J. certification

    Reporting Senior certification: signature / date (YYYYMMDD)

    The RS certifies the entries are true and without prejudice. In A-PES, the RS tells the MRO the RS portion is done and discusses the marks before routing.

    Compare the MRO with all Marines of this grade whose abilities the RO knows personally, focused on potential. The printed scale has eight boxes grouped under five descriptions; box numbers here count from the bottom (Unsatisfactory) to the top.

    Amplify the comparative assessment and evaluate potential for promotion, command, assignment, resident PME, and retention. Keep within the space; no addendum except for adverse reports.

How to fill out the NAVMC 10835

The fitness report is the Commandant's primary tool for selecting sergeants through generals for promotion, command, schools, and retention. Use this sheet two ways: as the Marine Reported On, to prepare your MROW input (Section A data, billet description, accomplishments), or as the Reporting Senior, to draft marks and comments before entering them in A-PES. When: At the start of a reporting relationship (agree on Section B within 30 days), throughout the period (keep a running list of accomplishments), and before each reporting occasion: GC, DC, CH, TR, CD, TD, FD, EN, CS, AN, AR, SA, or RT.

Step by step

  1. Section A: confirm DoD ID, grade, DOR, PMOS/BILMOS, organization codes, occasion and period (YYYYMMDD), and the special information codes (QUAL, PFT, CFT, height, weight).
  2. Section B: describe the billet's significant duties in bullets, focused on standards, not goals.
  3. Section C: list the Marine's results in bullets, objective and specific, with no superlatives, awards, or adverse material.
  4. Sections D-H: mark each attribute A through G (H if not observed) against the printed descriptions and justify any mark that needs it.
  5. Section I: mandatory word picture first, then each directed comment labeled with its origin ("Directed Comment. Sect A, Item 6a:"), then any additional comments.
  6. Section K (RO): observation, concur or not, comparative assessment, and comments on potential.

What a strong one looks like

  • Accomplishments should read as results: numbers, dates, readiness rates, inspections passed, Marines trained.
  • Normal capitalization only. No UPPERCASE, underlining, quotation marks, boldface, italics, or exclamation punctuation in Sections B, C, I, or K.
  • PFT or CFT failures, body fat over standard, "U" or "X" rifle codes, and derogatory or disciplinary items drive directed comments and can make the report adverse.
  • Commendatory material is personal decorations, a Certificate of Commendation, and certain academic honors, not Letters of Appreciation or meritorious masts.

Common mistakes

  • A wrong or missing DoD ID in item 1d, which keeps the report out of the record.
  • Section C entries that grade the Marine ("superb", "flawless") instead of listing results.
  • Mentioning pending NJP, courts-martial, or investigations anywhere in the report.
  • Inflated marks the RO will not concur with. Reports are compared against each officer's profile.
