0571 - Operational Advisor
Summary
Operational Advisors must first be qualified in their primary MOS or other unique skill.
Operational Advisors can translate expertise and experiences into useful advice to develop foreign counterparts and persuade them to achieve U.S.
government (USG), Service, and partner nation security objectives.
They are familiar with language, regional expertise, and culture (LREC) factors that impact their mission.
They can analyze the operational environment and understand the influence of culture, build and maintain relationships and rapport with counterparts, and conduct other Marine Corps security assistance tasks and operations (e.g., stability operations, civil affairs, liaison, Stand in Forces, etc.) to further strategic objectives.
Operational Advisors recognize and mitigate cultural stress, develop and implement training plans and events to build capability or capacity, participate in security cooperation planning, are able to employ force protection skills (as required by the combatant commander and/or chief of mission), and understand USG and Service objectives and plans for an assigned region or country.

Prerequisites
Must be complete in current rank with Regional and Culture Studies Program training per in accordance with MARADMIN 348-19/191951Z JUN 19 and MARADMIN 227-20/081529Z APR 20).
Have completed the Marine Advisor Course (N03KYK); exceptions may be granted for equivalent Service/Joint/NATO/Interagency advisor formalized training.
The Marine Advisor Course is not required for Marines possessing one of the following; Primary MOS (PMOS) 0372 Critical Skills Operator, PMOS 0370 Special Operations Officer, or Necessary MOS (NMOS) 8071 Special Operations Capability Specialist.
Marines possessing these MOSs must complete of one or more deployments with a Special Operations unit or as an individual augment to a Joint Special Operations unit for a cumulative period of no less than six months.
Security requirement: secret level clearance.
Requirements
Effective with the release of MARADMIN 522-20, Commanding Officers at the O-5 level and above may now approve the 0571 FMOS for Marines who have met the prerequisites contained in paragraph 12.b above and demonstrated extensive knowledge and expertise in advising in an on-the-job operational environment, encompassing a period of no less than six months.
Commanding Officers shall review fitness reports and other source documents (e.g., deployment orders, awards) to determine eligibility of the Marine and ensure the Marine was assigned to an advisor billet and daily performing the duties identified in paragraph 12.d.
below.
Advisor skills are perishable and therefore the experience must be within the last seven years to qualify.

Duties
Operational Advisors provide expert opinion, advice, or counsel by focusing on both personal development (interpersonal and communication skills) and professional development (technical and tactical knowledge) to develop mutual trust and respect.
Every advisor has to be a trainer, but not all trainers can perform the more demanding task of advising.
Operational Advisors are assigned to teach, coach, mentor, and advises foreign counterparts to develop professional skills and build capability and capacity within the organization in accordance with USG, Service, and partner nation objectives.
Operational Advisors are experienced and possess a maturity level to include: Capable of being embedded with a foreign military organizations and/or foreign populations for extended periods (stress).
Capable of building, improving, and sustaining rapport (negotiation, mediation, cross-cultural communication).
Capable of translating USMC expertise and experiences into useful advice to foreign counterpart (experience, rank, character).
Capable of translating amassed cultural knowledge.
