0580 - Foreign Disclosure Representative (FDR)

Summary

Foreign Disclosure Representative (FDR) are officially designated in writing by a command, unit, or agency with delegated disclosure authority to regulate disclosures of classified military information (CMI), controlled unclassified information (CUI), technology, and equipment to foreign nationals/organizations in accordance with applicable policies.

FDRs require training in foreign disclosure policy, considerations, and strategies to protect national security interests and strengthen relations with foreign allies.

DC PP&O will assign this MOS as an FMOS.

Prerequisites

Security requirement: minimum of secret clearance.

The primary command FDO requires a T5 or T5R investigation.

Requirements

Complete the Marine Corps Foreign Disclosure Officer Course (SSC: OB2), managed by PP&O.

If it is determined an officer cannot reasonably serve instead, receive an appointment letter as an FDO from the commander or head of an organization with delegated disclosure authority.

Recommended additional training: Defense Intelligence Enterprise Foreign Disclosure Officer Course (DIA-INT-2300).

Duties

Establishes and maintains the commands foreign disclosure program in accordance with MCO 5510.20C.

Applies foreign disclosure policy, best practices, and training in determining information, training, technology, equipment, and capabilities to be shared with foreign governments, entities, and non-governmental and international organizations.

Plans and reviews foreign nationals access to information, equipment, and capabilities during visits.

Prepares delegation of disclosure authority letters guiding U.S.

personnel interaction with foreign nationals during training, exercises, operations, and programs.
