1390 - Expeditionary Fuels Officer

Summary

The Expeditionary Fuels Officer MOS consists of technical warrant officers who plan, coordinate, and supervise the receipt, storage, transfer, and dispensing of bulk fuel.

Frequent coordination with other agencies, both inter-service and internationally, are required to include direct interaction with joint petroleum offices (JPO) and the defense logistics agency energy (DLA-E).

Duties range from developing bulk fuel sites, advising planners on fuel estimations and requirements, making recommendations on security plans for tactical fuel systems, to emplacement of a bulk fuel system, to writing the bulk fuel portion of operation orders.

Environmental concerns are extremely crucial in any training and operational scenario; therefore, understanding of environmental requirements and limitations is a must.

Challenging and interesting billets include battalions within the Marine logistics group and squadrons within the Marine air wing, as well as instructor duty with the Marine Corps Detachment, U.S.

Army Quartermaster School, assignment as regional fuel officers, equipment acquisition at Marine Corps Systems Command and Fuels Capabilities Integration Officer at CD&I.

Prerequisites

Must hold MOS 1391.

Must possess an MM score of 95 or higher.

Must meet eligibility and appointment criteria as prescribed in MCO 1040.42B, WO and LDO accession programs.

Requirements

Complete the Petroleum Officer Course (A1431H1 (petroleum portion of the course only)) and A1414Z1 (USMC Bulk Fuel Officers)), U.S.

Army Quartermaster School, Ft Gregg-Adams, VA.

Complete the Warrant Officer Basic Course (WOBC) (M02RMN4) within 18 months of appointment to WO.

Skill progression schools/courses recommended for Bulk Fuel Officers include: Weapons and Tactics Instructor Course (WTI), taught by Marine Aviation Weapons and Tactics Squadron 1, Yuma, AZ.

(recommended for all Bulk Fuel Officers serving in the ACE).

Ground Safety for Marines Course (M02M8SS, M03M8SS, M10M8SA, M21M8S3, M22M8S3, and M44M8S2) taught at various bases and stations.

Hazardous Material/Hazardous Waste Handling Course (A14TNLM), taught at various bases and stations.

Duties

  • Plan, coordinate, and supervise the receipt, storage, and transfer of bulk fuel. Assist in the planning and coordination of bulk fuel distribution and transportation.
  • Frequent coordination with other agencies, both inter-service and internationally, is required.
  • Duties include, but are not limited to, developing bulk fuel site security plans, emplacing bulk fuel systems, and writing the bulk fuel portion of Appendices of operation orders.
  • Required to be an expert in the planning of tactical fuel operations to support ground and aviation refueling missions, including tactical interoperability with other services and foreign entities.
  • Must be able to examine and analyze existing means of fuel distribution within the enterprise petroleum supply chain and be prepared to incorporate those procedures to support the MAGTF.
  • Must be knowledgeable of petroleum environmental concerns, which are crucial in any training scenario. (Fuels officers should not ‘own’ all aspects of environmental operations, such as other hazmats, batteries, human waste, medical waste, etc.)
  • Must be knowledgeable in the maintenance management of tactical fuel systems.
  • Fuels Officers are required to ensure that all fuel products meet and maintain high-quality standards per DoD, DoN, and USMC directives/policies. Therefore, completion of the Petroleum Laboratory Course, Ft Lee, VA, is not a requirement, but the skills learned in this course are a tremendous asset for any candidate.
  • Fuels Officers are required to possess MOS knowledge beyond the learning objectives taught at the Basic Course. Therefore, completion of the Bulk Fuel SNCO Advanced Course, Ft Lee, VA, is not a requirement, but the skills learned in this course are a tremendous asset for any candidate.
  • Maintain knowledge of petroleum support to O-Plans/Con-Plans specific to the region assigned.
  • Fuels Officers are required to possess knowledge of DLA-E regulations and directives, including knowledge of how to process fuels transactions via the External Energy Business Portal (EEBP).
  • Fuels Officers must have thorough knowledge of fuel accountability procedures and standards, including the administrative handling of secondary dales IAW DLA-E regulations.

  • Must hold MOS 1391. Once selected, all 1390s must complete the Petroleum Officer Course, U.S. Army Quartermaster School, Ft Lee, VA.
