3044 - Operational Contract Support (OCS) Specialist

Summary

Primary Military Occupational Specialties (PMOS) 3044 is a lateral move into the operational contract support specialist (OCS) career field.

The PMOS integrates highly qualified enlisted Marines into the acquisition field whose mission is to deploy in support of the full range of military operations (ROMO), as directed under the department of defense (DoD).

The senior enlisted Marine assigned to a Marine Corps field contracting systems (MCFCS) office will screen Marines seeking lateral move into this PMOS for recommendation.

Marines recommended for lateral move will submit a package for approval to the operational contract support-specialist screening board (OCS-SSB).

Marines approved for lateral move into this PMOS will be designated members of the Defense Acquisition Workforce and Contingency Contracting Force (CCF), which is governed under references (co) and (cp).

Required fundamental training standards for the CCF across DoD are mandated by reference (co).

Marines in this PMOS are equipped with the contracting fundamentals required to procure supplies and services for operations, exercises, contingencies, natural disasters, foreign training events, garrison environments, and advise senior leaders in business solutions and concepts.

Supplies and services will be procured in accordance with governing regulations.

Marines in this PMOS must have the ability to communicate effectively in order to interact with other branches of the DoD, civilian and military workforce, the commercial sector, host nations and their workforce.

Marines in this PMOS may participate in formal apprenticeship programs leading to a Department of Labor Certificate of Apprenticeship; refer to reference (bs) for specific information concerning the united services military apprenticeship program (USMAP).

Overall, Marines are required to operate independently self-manage workloads, apply sound business management principles, fulfill acquisition workforce continuous learning requirements, and pursue higher education.

Prerequisites

Must be screened and approved by an OCS-SSB.

Must possess a GT score of 105 or higher on the Armed Services Vocational Aptitude Battery Test.

Must demonstrate excellent written and oral communication skills during the screening process with an MCFCS.

Must be worldwide deployable at the time SNM is approved for lateral move into the 3044 PMOS and meet criteria for reenlistment set forth in reference (bj).

Security requirement: must have a final adjudicated secret security clearance based on national agency check, law enforcement and credit check (NACLC).

Must have a minimum of 36 months of obligated service upon completion of on-the-job training (OJT) and assignment of PMOS 3044.

Marines must request an extension of obligated service in order to comply with reference (bj).

Corporals from any PMOS must have a minimum of 36-months time in service.

Sergeant from any PMOS must have no more than 12 months time-in-grade.

Sergeants that have more than 12 months will need to request a TIG waiver from OCS-SSB.

Must be a tier 1 or 2 category reported from the Reenlistment Extension Lateral Move (RELM) Request, Commanding Officer’s Tier Evaluation.

Submit letters of recommendation from their current officer-in-charge (OIC) and Staff Noncommissioned Officer in Charge (SNCOIC) to the OCS-SSB.

Must be interviewed and recommended by the senior 3006 or 3044, gunnery sergeant or above, from a MCFCS office.

Marines that are deployed or remotely located must coordinate with the nearest MCFCS office for an interview.

For unique circumstance, a telephonic or virtual interview will be permitted.

Must not have any felony convictions by a court-martial or civilian court.

Marines must also not have any non-judicial punishments (NJP) in current grade and have never received NJP for dereliction in the performance of duties, larceny, theft, and fraud, misappropriation of government funds or property, or financial irresponsibility.

Requirements

Upon approval for lateral move into the PMOS 3044, Marines are initially assigned the intended military occupational specialty (IMOS) 3000.

After completion of 24 months OJT and the Defense Acquisition Workforce Improvement Act (DAWIA) Contracting Professional certification, Marines shall be assigned PMOS 3044 with an official letter sent to the local Installation Personnel Administration Center (IPAC).

PMOS 3044 Marines fill professional acquisition billets governed by reference (co), which outlines the required training for personnel serving in Government acquisition billets.

This Marine Corps Order further outlines the required training for certification as appropriate to the military rank structure.

The Defense Acquisition University (DAU) is the agency mandated by DAWIA to provide the required professional education to all Government agencies.

In accordance with reference (co) declares that Defense Acquisition Workforce members must acquire 80 Continuous Learning Points (CLP) every two years from the date of entry into the acquisition workforce for as long as the member remains in an acquisition position.

Failure to maintain or complete requirements for continued qualification and progression may result in removal from the PMOS for the following reasons: Admission of guilt or issuance of a guilty verdict as a result from a criminal prosecution or ethics violation.

Failure to meet the minimal performance standards, technical proficiency, DAWIA certification, and competency of the CCF PMOS.

Permanent loss of security clearance for any reason will result in removal or separation from PMOS per current MMEA guidelines and applicable MCOs.

Determined unsuitable for the CCF by the Chief of Contracting Office (CCO), with an endorsement from the senior enlisted board member of the OCS-SSB at HQMC.

A determination of unsuitability for the PMOS will not be held as a punitive action in the Marine’s record.
