3152 - Distribution Specialist

Summary

Distribution Specialists are educated, equipped, and trained to manage fleet marine force requirements at the tactical, operational, strategic, and enterprise level.

The specialists use Federal, DoD, and service regulations, the defense transportation system (DTS), commercial modes of transportation, and distribution logistic functions to enable optimal selection and procurement of commercial and government-operated land, air, and sea transportation services.

They use a variety of automated systems in the performance of their duties.

Warehousing, rail, motor and air terminal operations, materiel handling, packing, packaging, preservation, and marking are daily operations.

Distribution Specialists perform technical distribution management duties pertaining to movement of civilian and military personnel and their eligible family members both individually and in groups, using all modes of transportation.

This includes planning for troop movements via chartered air, train, or bus, as well as port calls for overseas permanent change of station.

The specialists perform personal property counseling interviews to advise members and eligible family members of their personal property shipping entitlements.

The specialists perform additional operational duties and tasks at military and commercial air terminals.

The specialists perform passport and visa services by counseling members and dependents on required documents, foreign clearance regulations, and by aiding in the preparation and submission of required correspondence to the Department of State and foreign embassies.

This includes preparing all freight shipment documents to manifest cargo and passengers aboard government or commercial chartered conveyances.

At the operational level, specialists perform in-theater sustainment receiving, shipping, in-transit visibility, and distribution functions.

Prerequisites

Must possess a GT score of 85 or higher.

Must have a valid civilian motor vehicle operator’s license.

Security requirement: Secret security clearance eligibility (SSgt and above).

Must possess a favorably adjudicated national agency check with local agency check and credit checks (NACLC) personnel security investigation.

No convictions by court-martial, civilian courts, or non-judicial punishment of any act involving larceny or theft.

Duties

Personal property coordinators counsel, interview, and advise department of defense (DOD) members and associated dependents on their personal property shipping entitlements and responsibilities.

Prepares, maintains, and controls organizational supporting documents.

Maintains, manages, administrates, and operates transportation systems and activities.

Formulates, manages, and expends budgetary execution goals.

Inspects completed work for accuracy and compliance with established procedures.

Coordinates with transportation activities.

Educated in DOD, industry, and inter-industry transportation policies and procedures.

Retain an in-depth understanding of the defense transportation system (DTS).

Passenger travel coordinators plans, procures, coordinates, and executes official travel for department of defense (DOD) members and associated dependents.

Prepares, maintains, and controls organizational key supporting documents.

Maintains, manages, administrates, and operates transportation systems and activities.

Formulates, manages, and expends budgetary execution goals.

Inspects completed work for accuracy and compliance with established procedures.

Directly support individual and group transportation for tactical, operational, strategic, and enterprise-level movements; and possess the technical acumen to interpret DOD, national, and international travel regulations, policies, and directives.

Cargo distribution coordinators recieve, shipping, deliver, and tracking and tracing of DOD cargo and equipment.

They specialize in synchronizing all elements of the logistic system to deliver the “right things” to the “right place” at the “right time” to support a geographic combatant commander and serve as integral part of the institution’s supply chain management ecosystem.

Their comprehensive understanding of logistics enables them to operate independently as expeditors or a part of a team within a distribution liaison cell (DLC).

Distribution Specialists possess a deep understanding of DOD, industry, and inter-industry shipping regulations.

Preservation of materials coordinators plan, supervise, train, and perform various duties pertaining to items for which military packaging and re-packaging (right size packaging) is required to meet operational demands.

Supporting logistics, distribution, and supply chain support requirements to including identifying a means of specifying the military preservation and packing that a given item/asset/equipment requires to ensure that it is protected and professionally prepared during shipment and storage; the application of materials and/or methods designed to protect an item during shipment, handling, and transition.

Formal training schools instructor.

This occupational specialty draws upon its own experience and expertise of mid-level management to train entry-level Marines in the duties they will perform.

Marines from this occupational specialty assigned to formal schools apply adult learning techniques in knowledge transference to the student utilizing the systems approach to training modeled after the analysis, design, development, implementation, evaluation process of training development.

Marines assigned to formal schools and/ or curriculum developers are performing an additional related standard occupational classification of 13-1151, Training and Development Specialists.
