8018 - Congressional Marine Liaison

Summary

Congressional Marine Liaisons will serve as an expert on legislative matters to the Marine Corps.

This FMOS is assigned to Marines that have completed a successful tour as a Congressional Fellow or served for a minimum of 18 months within the Office of Legislative Affairs demonstrating substantial legislative experience.

They will be knowledgeable and considered a subject matter expert with activities related to Legislative affairs.

Billet descriptions at the (O-5) level include (Portfolio Manager, Operations and Future Plans Officer, and Deputy Directors in both the House and Senate Liaison Offices).

Billet descriptions at the (O-6) level include (Chief of Staff, and Director of House or Senate Liaison Office).

Possessing the FMOS 8018 will assist monitors in slating key billets requiring Congressional experience.

Marines (O-1) to (O-6) are eligible to obtain this FMOS.

Prerequisites

Must be a U.S.

citizen.

Security requirement: Must possess a secret clearance and be eligible for a top secret clearance.

Requirements

Successfully complete a tour as a Congressional Fellow (12 months) on Capitol Hill.

Successfully serve for a minimum of 18 months within the Office of Legislative Affairs (OLA).

The certifying authority for MOS 8018 (Free MOSs) is the legislative assistant (LA) to the commandant of the Marine Corps or deputy LA.

Duties

Become an expert on legislative matters and advise the Legislative Assistant to the Commandant on technical and procedural legislative matters affecting the Marine Corps.

Plan and coordinate events between the Marine Corps’ senior leadership and congress.

Support the legislative activities of the Marine Corps senior leaders including all hearings, briefings, and other engagements.

Analyze congressional hearing transcripts, the National Defense Authorization Act and any other pertinent legislation and provide analysis.

Answer and coordinate responses to questions for the record (QFRs) from hearings and requests for information (RFIs) from congressional offices and professional staff members.

Analyze the proposed legislation from the House and Senate authorization and appropriation committees in order to inform leadership of programmatic and budgetary impacts to the Marine Corps.

Support appeals process in response to congressional committees’ proposed legislation.
